A 30-year veteran of the Jackson Police Department.  

He is a graduate of the (F.B.I.) National Academy at Quantico and Jackson State University.  He is a native of the southern, beautiful Jackson, MS.

Chief Horton has received numerous awards and commendations from the Jackson Police Department.  To name a few, he has received several Officer of the Month Awards, the Metro Top Cop Honor, the Gallantry Star Award for bravery, the Distinguished Service Award, and many others.

Chief Horton has served as the S.W.A.T. Team Commander and as a member of the Department’s pistol team.  He has served as director of training, and now supervises all special threat units, these include (SWAT team, BOMB Squad, and the Hostage Negotiation Team).

Chief Horton has held the successive ranks of Patrolman, Sergeant, Lieutenant, Commander, Deputy Chief of Administrative Support Division, and now Chief of Police.

Rich in heritage, the City of Jackson covers approximately 185,000 citizens encompassing 115 square miles.  There are staffing positions for 525 sworn officers, supported by 288 civilian personnel.  The Jackson Police Department (JPD) appreciates your interest and hope you find the information on our website useful.
