A native of Jackson, Mississippi, Kenneth I. Stokes earned his Bachelor's degree in Criminal Justice and a Master's degree in Public Policy from Jackson State University. He also received his Doctorate degree in law from Thurgood Marshall School of Law in Houston, Texas.
 
During his terms on the Council, he has worked to pave streets and improve drainage for his ward, one of the oldest areas of Jackson. He has been successful in having streets, bridges, parks, tennis centers and highways in the City of Jackson named after outstanding members of the community such as Rev. Dr. Martin Luther King Jr., Aaron Henry, Attorney R. Jess Brown, Fannie Lou Hamer, and Arthur Ashe.
 
For the past 15 years, Councilman Stokes has coordinated the annual Martin Luther King, Jr. Celebration and Parade. For the past 8 years, he has organized the City's parade honoring Civil Rights Activist Medgar Wiley Evers.
 
He enjoys spending quality time with the local youth by providing educational and historic field trips. He maintains that it will take the entire community to work in unity to guide the youth and prepare them to take on the challenges of the future.
He and his wife have four children.
