The City of Jackson offers a number of property tax incentives that encourage rehabilitation of multi-family units, historic properties, and conversion of commercial buildings within certain areas to residential uses. The items below describe certain ad valorem property tax abatements, which can be approved by the City Council on a case-by-case basis. It does not include other local, state and federal incentives, which are described in more detail on other pages. The Jackson Redevelopment Authority has designated certain target areas within which economic incentives are offered.

Rehabilitation of multi-family residential structures: Any multi-family residential structure containing at least 25 apartments that is twenty-five years old and has undergone substantial rehabilitation, renovations or replacement in an effort to eliminate substandard housing conditions is eligible to apply for a municipal ad valorem tax abatement. The replacement structure cannot be more than 30% larger than the original structure. Section 114-5 of the City of Jackson Ordinances provides for this tax abatement. There are certain requirements that must be met, and the City Council must vote to approve this abatement.

Conversion of commercial buildings to residential: Any non-residential structure comprised of 5,000 square feet or larger that is twenty-five years old and was used for commercial or institutional purposes but has undergone substantial rehabilitation, renovation or replacement for residential usage is eligible to apply for a municipal ad valorem tax abatement. Section 114-4 of the City of Jackson Ordinances provides for this tax abatement. There are certain requirements that must be met, and the City Council must vote to approve this abatement.

Rehabilitation of historic assets: Any landmark, landmark site, and property located within a historic district that has undergone approved restoration is eligible for partial tax abatement upon approval by the Historic Preservation Commission and the City Council.  The abatement is applicable to any increase in taxes that occurs as a result of the improvement project. Section 70-7 of the City of Jackson Ordinances provides for this abatement.
